Tech Tock is written by Mark Rutkowski, Professor of Technology and Coordinator of Innovative Technology at Luzerne County Community College in Nanticoke, PA, USA. The intent is to make students and others aware of current issues in technology and the relationship of technology to society.

Mr Rutkowski is a registered professional engineer in Pennsylvania. He has a Master’s Degree in Electrical Engineering and is currently pursuing a Doctorate in Educational Administration. At Luzerne County Community College, Mr Rutkowski developed new academic programs in Nanotechnology, Cyber Security (inc computer forensics), and Sustainable Energy.
